Implementation Opinions on "Artificial Intelligence + Transportation"

For the purposes of thoroughly implementing the decisions and plans of the CPC Central Committee and the State Council on the development of artificial intelligence, fully implementing the Outline for Building a Powerful Transportation Country, the National Comprehensive Three-dimensional Transportation Network Planning Outline, and the Opinions of the State Council on Deepening the Implementation of “Artificial Intelligence Plus” Initiative, and accelerating the large-scale innovative application of artificial intelligence in the transportation sector, the following implementation opinions are hereby offered.
1. General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, drive scientific and technological innovation and take scenario application as the traction, build a working mechanism for the deep integration of artificial intelligence innovation chain, industrial chain, capital chain and talent chain in the field of transportation, vigorously promote the popularization and application of artificial intelligence, and help realize the beautiful vision of "people enjoy their own travel and things flow smoothly".
By 2027, artificial intelligence will be widely used in typical scenarios in the transportation industry, the comprehensive transportation large model system will be deployed, a number of agents will be popularized, and a number of "artificial intelligence + transportation" landmark innovation projects will be built, and artificial intelligence will become an important driving force for leading the innovation and development of transportation. By 2030, artificial intelligence will be deeply integrated into the transportation industry, and the intelligent comprehensive three-dimensional transportation network will be fully promoted. The key core technologies in the field of smart transportation and smart logistics have achieved independent and controllable results, and the overall level is at the forefront of the world, cultivating a number of new industries and new formats, forming a relatively complete artificial intelligence governance system in the transportation field, and leading the high-quality development of transportation and high-level safety to a new level.
2. Increase the supply of key technologies
(1) Carry out research on applied technology. Strive to break through common technologies such as dynamic scene perception and understanding, real-time precise positioning and navigation, autonomous decision-making and crowd intelligence collaboration for complex environments. Organize and carry out research on industry application technologies such as intelligent design of land transportation infrastructure, intelligent monitoring of mixed three-dimensional transportation systems, intelligent operation and maintenance and control methods, and intelligent early warning and command and dispatch of transportation infrastructure disasters.
(2) Accelerate intelligent product innovation. Accelerate the research and development of intelligent driving systems, remote cockpits, and other products. Strengthen the research and development and application of new technologies and equipment such as high-performance night vision monitoring and structural inspection on highways. Encourage the development of new equipment such as drones and all-terrain vehicles. Promote the upgrading of railway equipment such as smart train equipment, smart heavy loads, new generation communication signal equipment, and train intelligent scheduling systems. Strengthen the research and development of intelligent marine equipment, intelligent ships and intelligent search and rescue equipment at sea. Actively carry out the research and development of construction and maintenance equipment such as intelligent paving and compactors, tower builders, bridge building machines, and intelligent inspection robots. Promote the research and development of facilities and equipment such as intelligent handling, loading and unloading, warehousing and distribution, and intelligent security inspection.
(3) Build a comprehensive transportation model. Build a comprehensive transportation model covering a variety of transportation modes, connecting infrastructure, transportation services, industry governance and other business fields, and facing typical application scenarios of transportation, and create a high-quality data set, algorithm library, and tool chain of "artificial intelligence + transportation" to provide a technical foundation for the construction of an intelligent comprehensive three-dimensional transportation network.
3. Accelerate the empowerment of innovation scenarios
(1) Combined assisted driving. Carry out actions to improve intelligent driving models and complete sets of evaluation technologies, and expand service scenarios. Support Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing region and other places to further gather innovation resources, and steadily promote the demonstration and application of intelligent assisted driving technology in accordance with laws and regulations. Promote the implementation of technical testing and innovation around the intelligent driving scenario of large channel trucks. Using existing facilities such as highway ETC gantry, explore the use of multi-pole integration and multi-sensory integration modes, scientifically lay out vehicle-road-cloud collaborative perception, control equipment and systems, and improve the public travel experience.
(2) Smart railway. Support the research and development of embodied intelligent trains and autonomous collaborative control systems, vigorously promote intelligent and green EMUs with self-perception, self-learning, and self-operation, accelerate the application of intelligent train driving, group operation control, intelligent power supply and other technologies, and improve intelligent operation and maintenance capabilities such as self-detection, self-diagnosis, and self-repair of technical equipment faults. Accelerate the optimization and improvement of China's intelligent railway standard system, accelerate the empowerment of intelligent demonstration scenarios in communication signals, traction power supply, engineering equipment, passenger transport services, transportation organization, maintenance and maintenance, safety emergency, etc., and further promote the efficient and safe transportation of railway passengers and goods.
(3) Smart shipping. Promote the construction of port intelligent perception networks, accelerate the digital construction, automation transformation, and intelligent upgrading of terminal equipment and facilities, encourage the construction of a comprehensive management system based on the "data brain", and strengthen operational supervision and risk prevention and control. Promote the construction of a "one-stop" collaborative system for the whole logistics chain, and improve the intelligent level of external services at international hub seaports. Carry out the construction of a smart maritime supervision system, promote the integration of regional water transportation organizations, and strengthen the monitoring of water traffic operations on major coastal and inland river trunks. Promote the intelligent ship autonomous navigation system and its application in maritime and waterway inspections, and organize and carry out innovative projects for autonomous navigation of inland cargo ships. Promote centralized control technology in lock areas, promote the intelligent upgrading of high-level waterway locks in inland waterways and the joint scheduling of multi-cascade navigable buildings. Improve the relevant systems of Yangtze River shipping, strengthen monitoring and early warning, operation analysis, intelligent research and judgment, and provide all-round, all-element, and full-time public services.
(4) Smart civil aviation. Promote the intelligent optimization of airline route planning, dispatch decisions, crew scheduling, etc., and improve the accurate perception of flight operation situation and intelligent recovery capabilities under disturbance scenarios. Promote the whole process perception and early warning of airport operation support nodes, and realize the intelligent planning and allocation of support resources. Explore application scenarios such as AI-assisted flight flow management and track prediction, and promote the intelligent application of artificial intelligence technology in air traffic control. Deepen the application of "non-inductive passage" technologies such as biometrics and intelligent security checks, and strengthen the application of new technologies in the field of airport operation safety. Improve the active perception, accurate identification, and risk prevention and control capabilities of industry supervision, and create a smart safety management and control system for civil aviation. Encourage the development and application of new aircraft industries and promote the development of low-altitude civil aviation.
(5) Smart postal. Accelerate the transformation and upgrading of postal express infrastructure and create an intelligent and efficient delivery network. Comprehensively promote intelligent investment equipment and intelligent voice customer service to meet diverse customer needs. Promote the application of technologies such as automated warehouses, automatic sorting, intelligent packing, and intelligent security inspections, and realize the intelligence of the whole process of warehousing, warehousing, packaging, sorting, and security inspection. Promote the application of intelligent video, intelligent scheduling and other technologies to achieve remote security monitoring and equipment fault detection. Encourage cities to increase the opening of scenarios and road networks, promote the large-scale application of new express delivery equipment, and promote terminal intelligent distribution services. Promote the application of common delivery address codes, provide standard delivery address code information, and realize information connectivity, enterprise interoperability, and full-chain connectivity.
(6) Intelligent construction and maintenance. Accelerate the construction of intelligent monitoring and early warning systems for the service performance of transportation infrastructure, organize and implement technological innovation projects for intelligent management and control of major disasters, form a complete set of technical solutions for intelligent monitoring, early warning, response, and control, and gradually achieve full coverage of key infrastructure. Promote the application of lightweight intelligent road inspection vehicles, bridge inspection robots, underwater detection robots, intelligent dredging equipment, etc. Promote the application of artificial intelligence technology in transportation infrastructure construction, daily inspections, detection and monitoring, disease diagnosis, technical status assessment, maintenance decision-making, etc. Encourage the use of intelligent measurement, multi-source water depth and other technologies to realize the automatic generation and dynamic update of high-precision road maps and digital waterways. Encourage the application of intelligent production technology for prefabricated bridges, docks and other engineering structural parts and components to improve the efficiency of engineering operations.
(7) Intermodal transport and smart logistics. Deeply promote the "one ticket system, one single system, and one box system" of comprehensive transportation services, promote the application of electronic transportation documents supported by electronic authentication, blockchain and other technologies, optimize the trade facilitation environment, and improve the quality and intelligence of intermodal transport services. Promote the deep integration of artificial intelligence with hub planning, construction, and operation management, and support the efficient and coordinated operation of hub clusters and (near) zero emissions. Strengthen smart supply chain management and smart logistics big data applications, and improve the resource integration capabilities of logistics information systems.
4. Strengthen the guarantee of core elements
(1) Coordinate and optimize the supply capacity of computing power. Strengthen the overall planning of industry computing power resources, follow the principles of "scientific planning, intensive sharing, and flexible expansion", and dynamically integrate enterprise computing power. Relying on major transportation infrastructure such as highways, ports, and transportation hubs, we will strengthen computing power guarantees according to local conditions.
(2) Accelerate the construction of high-quality data sets. Accelerate the integration of the national comprehensive transportation information platform and the comprehensive transportation big data center. Promote industry, academia, research and application to deepen data sharing, and build high-quality artificial intelligence large model training datasets. Explore the establishment of a transportation public data authorization and operation mechanism, promote the development and utilization of public data, and develop the data element market. Deeply implement the "data element ×" action in the field of transportation, and support the integration and innovative application of public data and enterprise data.
(3) Promote the construction of ubiquitous network facilities. Promote the comprehensive application of artificial intelligence, next-generation communications, Internet of Things and other technologies, and support the integrated development of transportation infrastructure networks, transportation service networks, energy networks and information networks. Build a real-time monitoring and intelligent perception system for industry facilities and equipment, and realize automatic collection and monitoring of major transportation infrastructure information. Accelerate the establishment of transportation data transmission channels that integrate public networks such as 5G, satellite communication, and satellite Internet with industry-specific networks, and promote new transportation infrastructure from "connection speed" to "computing power efficiency".
5. Optimize the industrial development ecology
(1) Improve the ability to incubate industrial ecology. Promote the establishment of transportation model innovation and industry alliances, integrate domestic artificial intelligence leading companies, industry enterprises, universities and institutes and other innovation subjects, and cultivate an open and integrated win-win ecology by sharing computing power, jointly building corpus, and co-training models. Support the construction of scientific and technological innovation platform bases such as key laboratories in the field of artificial intelligence transportation, engineering research and technology innovation centers, and promote the transformation and application of technology. Encourage the construction of an industry artificial intelligence test scenario library, promote the construction of an industry large model testing and verification platform, and improve the comprehensive inspection and testing evaluation system of intelligent transportation equipment. Organize and carry out the "Ten Hundred Thousand" innovation action, accelerate the comprehensive empowerment of artificial intelligence, and vigorously cultivate the future industry of transportation.
(2) Continue to improve the artificial intelligence governance mechanism. Promote the construction of artificial intelligence application systems and standard systems in the transportation field, build artificial intelligence technology monitoring, safety assessment, risk early warning, and emergency response systems in the transportation field, and strengthen risk prevention and control of key algorithms and important data. Develop safety guidelines for transportation AI applications. Implement actions such as standard improvement. Lay out the standard and specification system of large transportation models, and establish guidelines and access specifications for the construction of large models in the industry. Accelerate the formulation and revision of standards and specifications in key areas such as intelligent driving and smart shipping. Encourage enterprises to take the lead in formulating standards and specifications in manufacturing, testing and evaluation, intelligent interaction, and operation services around new products, new technologies, and new formats.
(3) Accelerate the formation of talent gathering effect. Accelerate the cultivation of leading talents, outstanding engineers and young scientific and technological talents in artificial intelligence technology in the field of transportation. Promote the construction of artificial intelligence science and education integration centers in universities with advantageous disciplines in transportation, encourage the development of "artificial intelligence + transportation" compound talent training, explore the joint training mechanism of industry, university, research and application, and promote the coordinated and integrated development of education, science and technology, and talents.
6. Safeguard measures
Adhere to government guidance and market leadership, and establish a coordinated development mechanism for transportation artificial intelligence. Strengthen inter-ministerial coordination, central and local linkage, and government-enterprise cooperation, increase the opening of application scenarios, and gather innovation synergy. Adhere to the overall planning of high-quality development and high-level security, strengthen the compliance management of artificial intelligence network and data security, establish a hierarchical and classified management system for application security, improve ethical review rules and working mechanisms, properly respond to potential risks in artificial intelligence applications, and establish and improve network and data security protection systems. Continue to optimize the market environment, accelerate the construction of policies and regulations that adapt to the development of artificial intelligence applications, and cultivate an open, healthy and safe industrial development ecology. Strengthen open cooperation, rely on the bilateral and multilateral dialogue mechanism between governments, deepen foreign exchanges and cooperation, and promote the integration and circulation of talents, capital, technology and other elements.
