Action Plan for Empowering Industrial Internet and Artificial Intelligence Integration

 

Artificial intelligence serves as a strategic technology driving the next wave of technological revolution and industrial transformation, while the Industrial Internet acts as a critical infrastructure for advancing new industrialization. AI accelerates the upgrading of Industrial Internet facilities, capability optimization, and service innovation. In turn, the Industrial Internet provides interconnected channels, data resources, and platform hubs for AIs industrial applications. The mutual reinforcement and integration of these two domains will further accelerate the transformation of industrial models and corporate organizational structures, injecting powerful momentum into new industrialization. To thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, and to fulfill the requirements outlined in the Guiding Opinions of the State Council on Deepening the “Internet plus Advanced Manufacturing” and Developing the Industrial Internet and the Opinions of the State Council on Deepening the Implementation of “Artificial Intelligence Plus” Initiative, this action plan is formulated to deepen the integration of AI and the Industrial Internet, advance new industrialization holistically, and support the construction of a manufacturing powerhouse and a cyber powerhouse.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, comprehensively, accurately, and thoroughly implement the new development philosophy, accelerate the building of a new development pattern, take the deep integration of informatization and industrialization as the main thread, focus on promoting the implementation of Artificial Intelligence + in the industrial field, deepen the large-scale application of industrial internet, consolidate and enhance the competitive advantages and leading position of the information and communication industry, accelerate the advancement of manufacturing to the middle and high end of the global value chain, and provide strong support for accelerating the formation of new productive forces and promoting new-type industrialization.

By 2028, the integration of industrial internet and artificial intelligence will achieve significant breakthroughs. New-generation industrial networks designed to meet AI-driven industrial demands for high throughput, low latency, high reliability, and low jitter will expand rapidly. These networks will be accelerated in deployment across key sectors including raw materials, equipment manufacturing, consumer goods, and electronics, with no fewer than 50,000 enterprises undergoing network upgrades. The industrial data ecosystem—encompassing aggregation, governance, circulation, and sharing—will be further refined, with high-quality datasets developed in 20 priority industries. Targeting critical supply chain segments and typical use cases, a group of intelligent solution providers will be cultivated to effectively drive collaborative upgrades among large, medium, and small enterprises. Key resources such as leading enterprises, technological products, and public services will achieve optimized allocation.

II. Upgrade Action for the Foundation Base

1. Accelerate the intelligent transformation of industrial networks. To address emerging industrial intelligence demands such as collaborative production with smart equipment, industrial model training and inference, and communication interactions among industrial agents, support enterprises in leveraging technologies including 5G/5G-A, industrial optical networks, time-sensitive networking (TSN), single-pair Ethernet (SPE), edge computing, and cloud-based control systems to drive the evolution and capability enhancement of integrated network-control-computing architectures. Explore innovative application models for new industrial networks tailored to intelligent industrial operations. Expedite R&D of 5G programmable logic controllers (PLCs), AI routers, and industrial computing-network switches, regularly update the catalog of next-generation industrial network products, and promote network upgrades in key industries to establish intelligent capabilities featuring self-organizing, self-managing, self-optimizing, and self-healing networks.

2. Enhancing the intelligence of industrial internet platforms. Leveraging technologies such as deep learning and large-scale models, these platforms will strengthen element connectivity and intelligent analysis capabilities. Resource allocation capabilities. Industrial internet platform enterprises are encouraged to accelerate AI-driven low-code and no-code technological innovations, enhancing the efficiency of industrial APP development and system integration capabilities. The exploration of establishing “model pools” through industrial internet platforms will facilitate the launch of a series of industrial model products. Efforts will be made to ensure compatibility between platform infrastructure, data protocols, and AI systems, while advancing the innovative application of domestic intelligent agent standard protocols. Innovative models such as “industrial internet platform + intelligent agents” will be developed, creating a range of industrial intelligent agent applications tailored for production network optimization, human-machine interaction, smart device health management, and industrial chain optimization.

3. Enhancing Industrial Intelligent Computing Infrastructure. Accelerate the integration of industrial internet with general-purpose computing centers, AI computing centers, and supercomputing centers, while encouraging public computing service providers to extend their services to industrial enterprises. Guide industrial enterprises to expedite the deployment of edge-integrated devices and intelligent gateways. Promote joint efforts between industrial enterprises and equipment suppliers to upgrade edge devices with intelligent capabilities, deploying lightweight computing modules in production equipment, sensors, and automated guided vehicles (AGVs) to enhance real-time data processing. Accelerate the development of a nationwide integrated computing network, expand the application of AI computing cloud services in industrial sectors, and enhance the widespread adoption of industrial large models for efficient cross-regional computing resource allocation and precise “cloud-edge-device” computing matching, thereby improving the supply capacity and utilization efficiency of industrial intelligent computing.

III. Data Model Interoperability Initiative

4. Enhancing Industrial Data Aggregation and Sharing. Encourage industrial enterprises to accelerate the application of information models and promote the interconnection and sharing of multi-source heterogeneous industrial data. Leveraging data infrastructure such as the National Industrial Internet Big Data Center, expedite the aggregation of supply chain data, industrial foundation data, and “dual carbon” baseline data in key sectors, and advance the establishment of a national Industrial Data Catalog. Leverage the Industrial Internet Identifier Resolution System to enhance collaborative data sharing and aggregated analysis capabilities. Encourage industry leaders to establish trusted industrial data circulation platforms, facilitating end-to-end data sharing across supply chains. Improve data ownership authorization mechanisms and revenue distribution frameworks, explore data asset registration, and innovate valuation models for data assets. Conduct surveys on industrial data application scenarios, develop a catalog of data set requirements, and provide guidance for AI-driven industrial applications.

5. Enhancing Industry Dataset Development Support. To address industrial model training needs, we encourage collaboration among industrial enterprises, industrial internet companies, and industrial data service providers in data cleaning, annotation, synthesis, and evaluation. This initiative supports the development and provision of general-purpose, industry-wide, and industry-specific datasets. Leading enterprises should leverage industrial internet platforms to drive open data resource sharing across supply chains, creating high-quality industry datasets. Key technological breakthroughs in data annotation, training, utilization, and security must be prioritized, with accelerated development of optimized annotation algorithms and specialized tools. Comprehensive management of industrial data classification and security should be implemented, alongside improved evaluation systems for data quality and security risks, ensuring security measures permeate the entire dataset development process. Accelerated construction of industrial AI computing bases and data training facilities will foster high-quality intelligent computing, data, and algorithm services.

6. Enhancing Industrial Model Development and Deployment Efficiency. Guide industrial internet platform enterprises to accelerate the modeling encapsulation and standardization of industrial mechanisms, technical processes, and knowledge experience. This will improve the logical reasoning, cross-modal data processing, semantic understanding, and reliable output capabilities of industrial models, thereby facilitating the development of large-scale industrial models for key sectors such as raw materials, high-end equipment, consumer goods, and electronic information. We will develop a series of specialized small models for application scenarios including quality inspection, intelligent control, process optimization, and marketing services. Industrial internet platform enterprises are encouraged to explore and develop industrial model interconnection interfaces, optimizing the collaborative efficiency pathways between large models and small models, thereby facilitating the establishment of an AI industrial application model system characterized by “large models laying the foundation + small models specializing in deep cultivation”.

IV. Application Model Renewal Initiative

7. Advancing Transformation in Application Models. Industrial enterprises are encouraged to leverage industrial internet to integrate data flows between consumption and production, supply and manufacturing, as well as products and services. By utilizing artificial intelligence for intelligent analysis, they should accelerate the transformation of application models including platform-based design, intelligent manufacturing, personalized customization, networked collaboration, service-oriented extension, digital management, precision investment and financing, and visual governance. Accelerate the aggregation of resources such as design schemes and bill of materials to achieve self-generated design drawings, 3D models, and instruction codes, thereby reducing R&D cycle and costs. Develop AI-powered virtual production lines to enhance autonomous decision-making capabilities in production activities, including equipment condition prediction, process optimization, equipment parameter adjustment, and material balance. Expedite the development of intelligent service products like industrial equipment operation models and equipment knowledge graphs, creating management services such as unmanned intelligent inspection, real-time fault self-healing control, smart command scheduling, and intelligent warehousing.

8. Accelerate Industry Adoption. Implement the “Chain-Net Synergy” initiative for industrial internet and key industrial chains, ensuring alignment with digitalization and intelligentization policies across sectors. Develop, publish, update, and promote integrated application guidelines for key industries including steel, aviation, shipbuilding, construction machinery, agricultural equipment, electronics manufacturing, power, petrochemicals, non-ferrous metals, textiles, pharmaceuticals, and light industry. Address the digital transformation and intelligent upgrading needs of these industries while tackling their challenges.

The initiative systematically categorizes typical application scenarios, technical product inventories, supplier directories, and standard indices for industrial internet and AI integration across sectors. It accelerates scenario cultivation and openness, establishes a solution resource pool, and enhances precise supply-demand matching. Addressing the need for resource sharing and element interoperability throughout the industrial chain, it solicits exemplary cases of AI applications and industrial internet “chain-network synergy” initiatives. Selected projects will demonstrate high-level system integration, broad connectivity, significant chain transformation benefits, and advanced intelligent capabilities.

V. Industrial Ecosystem Integration Initiative

9. Strengthening Key Enterprise Development. We will accelerate the development of intelligent system integration solutions by industrial enterprises, industrial internet companies, industrial software firms, and AI enterprises. Leading enterprises will be encouraged to incubate industry-level intelligent solution providers. Industrial internet solution providers will be supported in transitioning to intelligent solution providers, while specialized service providers in industrial data and modeling fields will be rapidly cultivated. Additionally, we will foster a group of private technology leaders and high-quality small and medium-sized enterprises.

10. Accelerate technological innovation. Encourage collaboration among AI, industrial internet, and industrial control enterprises to advance intelligent upgrades in industrial communication chips, sensors, terminals, and control systems, while progressively expanding humanoid robot applications. Leverage AI to optimize industrial software development workflows and models, enhancing capabilities like proactive optimization and assisted generation to reduce development barriers and costs. Develop general-purpose tools such as intelligent production scheduling management software and process parameter self-optimization software. Promote AI-driven cybersecurity technology innovation. Strengthen the alignment between the Industrial Internet and Artificial Intelligence standards systems, improve the Industrial Internet architecture integrated with AI technologies, and enhance the promotion and implementation of standards.

11. Enhancing Public Service Capabilities. We will coordinate the development of innovation centers and laboratories, while establishing public service platforms for industry datasets and industrial model evaluation to provide SMEs with precise and cost-effective intelligent services. Support will be given to open-source projects and communities, encouraging the initial release of related achievements on national AI open-source platforms to share software code, hardware designs, and development tools. Continuous efforts will be made to promote industrial internet integration in parks through initiatives like the “Hundred Cities, Thousand Parks Tour” and in-depth AI-powered industrialization supply-demand matching campaigns, strengthening market connections and intensifying the promotion of exemplary application cases and outstanding solutions.

VI. Safeguard Measures

Enhance coordinated efforts to integrate industrial internet and artificial intelligence, encouraging local governments to strengthen policy guidance and develop tailored measures based on regional realities, thereby fostering a regionalized and distinctive integration model. Leverage existing funding channels and the national industry-finance collaboration platform to support the R&D and promotion of key technologies. Local authorities are encouraged to establish dedicated funds and explore diversified investment mechanisms. Optimize academic discipline structures, promote the development of industry-education integration practice centers, and conduct training and certification programs for emerging professions such as industrial internet engineers and AI trainers.
